Matthew D. Brunner
President & Owner
Matt Brunner, president and owner of Chesapeake Capital, is responsible for all aspects of the business with a primary focus on portfolio investment decisions, portfolio management, investor relations and investment philosophy and strategy.
Mr. Brunner has over forty years of diversified financial experience with specific expertise in real estate joint ventures and subordinated lending, mergers and acquisitions, financial analysis and modeling, strategic planning, structured financings and private equity administration. Prior to co-founding Chesapeake Capital Partners in 1997, Mr. Brunner was the chief financial officer and an equity partner of a regional venture capital firm with over $200 million under management. His professional experience also includes two years as the chief financial officer of a privately-held, venture-backed technology company and nearly eight years in various positions with the international accounting and consulting firm Ernst & Young. Mr. Brunner holds a Bachelor of Arts degree, cum laude, in Economics from Gettysburg College, and a Masters degree in Business Administration from the Smith School of Business at the University of Maryland. He is a member of Phi Beta Kappa and a certified public accountant.

Shannon M. Kingsland
Financial Manager | Land Development & Commercial Real Estate
Shannon Kingsland is a seasoned financial analyst with over a decade of experience in
land development, commercial real estate, and project financing. Since joining
Chesapeake Capital in 2011, Shannon has expanded her role from coordinating land
acquisition and disposition settlements to overseeing complex land development
financing, budgeting, and project bonding. She continues to provide strategic financial and operational support across Chesapeake Capital’s growing portfolio of commercial properties.
Shannon offers critical background support to the leadership team overseeing the
Private Water and Sewer Assessments, ensuring smooth administrative and financial
operations.
Before joining Chesapeake Capital, Shannon worked in the title industry, gaining hands-on experience in billing, policy preparation, and compliance auditing. She holds a Bachelor of Science in Business Administration from Towson University.

Lori V. Schissler
Customer Support and Utility Specialist | Private Water and Sewer Assessments
Lori Schissler joined Chesapeake Capital in May 2024 as a Private Water and Sewer Customer Support and Utility Specialist. She plays a vital role in day-to-day operations, answering customer inquiries, processing payments (including checks, bill payments, and ACH transactions), handling property transfers, and managing billing. Lori is committed to delivering exceptional customer service and is an asset to the team.
Before joining Chesapeake Capital, Lori spent over 42 years in the banking industry. She held various roles, including Vice President, Treasury Management Sales Officer, where she supported commercial lending clients by promoting and implementing a range of financial products and services. Her extensive background in banking and
client relations has equipped her with the skills to provide knowledgeable, responsive, and customer-focused support.

Kathleen M. Bayhan
Manager | Private Water and Sewer Assessments
Kathy has been with Chesapeake Capital Partners, LLC since September of 2020. Her
primary responsibilities are the Private Water and Sewer Assessments. She works with
builders in setting up contracts for the purchase and assignment of new communities,
as well as implementing the new community end user accounts for billing and
collections.
Prior to working at Chesapeake Capital, Kathy developed an extensive mastery in
Customer Service, Training, and Quality Assurance. She has worked in Account
Management in both the Telecommunications and Finance industries. She holds a
Bachelor of Science degree in Elementary Education from Mount St. Mary’s University.
SUPPORT STAFF
In addition to the full time staff, Chesapeake Capital employs carefully selected part-time staffers to provide quality customer service and back office support for its Private Utility Assessments billing and collection business segment.
Furthermore, Chesapeake Capital maintains valued long-term relationships for out-sourced legal, engineering and construction management services.
